Gardencitieswouldprovideacentralpublicopenspace,radialavenuesandconnectingindustries.Theywouldbesurroundedbyamuchlargerareaofgreenbelt,alsoownedbythecompany,containingnotmerelyfarmsbutalsosomeindustrialinstitutions.Asmoreandmorepeoplemovedin,thegardencitywouldreachitsplannedlimit-----Howardsuggested32,000people;then,anotherwouldbestartedashortdistanceaway.Thus,overtime,therewoulddevelopavastplannedhousecollection,extendingalmostwithoutlimit;withinit,eachgardencitywouldofferawiderangofjobsandservices,buteachwouldalsobeconnectedtotheothersbyarapidtransportationsystem,thusgivingalltheeconomicandsocialopportunitiesofabigcity.
